I have witnessed the inability of differing cultures to put aside their differences against a common threat. A voluntary system is an incomplete one, and a vulnerable one as well. It may be the norm to unite against a common threat, but it is hardly a universal response.

I am not proposing enforced charity. It's a self contradicting statement.
